so i've been messing around with the buttons trying to get the console to come up, but nothing is working.
anybody can help with why?

If you are using a Laptop, specifically an HP, this key-stroke may be bringing up the Health Check application. To change this, go to the Start menu, search for Health Check, right-click it, select Properties, then change the Shortcut key tab to none, and then click Ok. This should stop this software conflict while playing any Maxis software. Yay!
