Ctrl + Shift + C is not bringing up the console

so i've been messing around with the buttons trying to get the console to come up, but nothing is working.
anybody can help with why? 2  out of 2 found this valuable. Do you?

This is happening with my Spore too, I think it might be the version of the game, like on very rare console games cheats can noy be used or it may be your computer, I think it's happening to me because my computer is new. 1  out of 2 found this valuable. Do you?

If you are using a Laptop, specifically an HP, this key-stroke may be bringing up the Health Check application. To change this, go to the Start menu, search for Health Check, right-click it, select Properties, then change the Shortcut key tab to none, and then click Ok. This should stop this software conflict while playing any Maxis software. Yay! 1  out of 1 found this valuable. Do you?
